AD RMS Cluster Recovery

I have a customer I'm working with in lab planning out a very large RMS deployment and we're working on the disaster recovery options if they were to lose or otherwise end up with a corrupted private key.  I've seen refereneces from Jason and a few folks saying you basically just have to

"After provisioning the RMS server, and creating your templates, etc...backup the TPD and SLC certificates. Then lock these files up in a safety deposit box, or somewhere safe.

Even if a massive disaster happens that wipes out your entire datacenter, if you have these two files, you can provision a new RMS cluster, import these certs and open ALL the content you had created with the previous cluster."

I understand how to export a private key and how to export TPDs from an existing AD RMS cluster (are these the same thing and if so why does exporting a TPD require you choose a password while exporting the private key does not?), not sure about the SLC and the templates. 

So what's the official way to import the templates, SLC and TPDs into a new cluster?
