In Win2003 RMS, when the logging listener service could not reach the database, the messages were sent to a Dead Letter Queue. The only way to recover these messages (that is, send them to the logging database) was by using the RMS Queue Recovery tool supplied with the RMS Administration Toolkit.
Is this still the case with Windows 2008 R2 AD RMS?
