Modifying existing AD RMS Right without Template

Hi,

I read an article talking about modifying existing AD RMS Right using policy template:

This works great if the publish license is created using a template. What if the publish license is created by the end user in an ad-hoc way? How do you modify the existing rights after the document has been distributed to other users? Does the publisher need to redistribute the document after he/she change the rights on the document?
